Several people mentioned a concern that project and
evaluation conditions are quite different in developing countries than
they are in the US and Europe. Thus, advice given by evaluators in the
US and Europe may not always be appropriate for developing countries.
The project site now updated to emphasize that the majority of activity
should be input and sharing among evaluators from developing countries.
People from developing countries have a more immediate and complete
understanding of program and evaluation conditions in developing
countries, and so would be the best ones to develop resources for other
evaluators in developing countries.
Evaluators from the US and Europe could have input as well. One of the
things I'd like to see is some discussion about what these evaluators
can contribute. I am particularly interested in how these evaluators
can contribute to the project, but there is a larger question as well,
that goes beyond this project: how can evaluators from the US and
Europe contribute to evaluation in developing countries.
This would be an interesting topic of discussion on the project email
list, or on MandE.
