Goals:
1. To develop coalitions with evaluators and evaluation organizations
throughout the world, especially from developing regions.
2. To obtain feedback from evaluators and organizations on what would
be most needed and helpful.
3. To recruit educational/research/policy organizations which can
house/co-sponsor/support/review
this project or parts of this project.
4. To develop resources based on what is most needed and helpful. These
resources could be:
- On line training classes.
- These classes could be prepared by evaluators in
developing countries, and reviewed by a team including evaluators
experienced in evaluation in developing countries, and world recognized
experts at evaluation.
- People taking these classes could get a certificate of
completion at the end of each class.
- Classes would be on the web in various formats such as
powerpoint
- For people with limited connections, classes are also
available in html.
- Each class would focus on a single idea, and would be
short (to make them easily available through limited connections).
- On line training classes would also be translated into
local languages, and the translations reviewed.
- On line consulting
from evaluators experienced in conducting evaluations in developing
countries.
- One method for on line consulting is for people to join
the email list and post a description of their program. Evaluators
could then discuss suggestions on the email list.
- Another method for on line consulting could be for program
people to post descriptions of their program on evalwiki and then
a team of experienced evaluators could post suggestions onto evalwiki.
Plans:
1. All the organizational details, who can do what, what we need, all
that other stuff ... input welcome!
- Obtaining institutional support for on line training,
discussion list, consulting groups, etc.
- Make available the resources developed above.

Major feedback focused on the ideas of cooperating closely with
evaluators in developing countries, ensuring that those with slow or
difficult internet connection could easily access the project, and
including public education as an aspect of the project.
