A number of people suggested that the project would be more
effective
if it included educating the public, and in particular government
leaders. There is a lot of demand for public accountability. If
there was good public education, then it could be more likely that
evaluation would be part of innovations and programs, and decisions
would more likely be data driven.
Second, it would be helpful to have educational training available to
government employees, who could then conduct the evaluation.
I had suggested that first: educating the public is a great idea.
Possibly one or more of the on line training material could be about
the value and use of evaluation. Maybe one on line class could be for
the general public and one for government leaders.
I had also suggested that it would be good if the public education were
from major organizations so this effort is seen as important, because
important people are supporting it.
One email list person indicated that if the public education activities
were from evaluation organizations, they might be seen as lobbying from
an interest group. One way to deal with that, according to the email
list person, is to have the public education material sponsored by
evaluation users, who would not be a lobbying group of evaluators.
I believe the main issue is still to have all of these efforts
supported by some large organization, and I'm looking.
